All players moving between football associations require international clearance. It is merely one FA passing on the details of registration to another and confirming any outstanding suspensions or bans. 

 

Nothing to do with a work permit which as you say a Pole currently wouldn't require. 

 

You need international clearance to move from Swansea to Liverpool for example....
